Western Electric owned some or all of Northern Electric, it's Canadian cousin. They built Altec under license.
Opinions conflict, my guess is WWII when metals could not be had in the US due to the war. Some think Altec made the parts and NE only assembled them. Those who would know are dead. This driver is around 70 years old.
Altec initially had no manufacturing, but this is badged Altec Lansing, putting it after the Lansing acquisition.

This is a 24 ohm 288c that I bought off a guy on Ebay. It was represented as "tested by an audio professional and fully functional." When I removed the driver from the horn it came with, the throat was full of crud, including a portion of a small broken light bulb. When confronted, the guy insisted that the driver had been hooked up and had played. In the end, and despite the driver being sold as is, no warranty, he refunded my money.

The word professional has no meaning any more. Many hobbyists call themselves that.
